About the Function
The Capital Markets Supervision Function oversees financial markets to ensure investor protection and orderly markets. This is achieved through various policy and supervisory work done at the stages of primary market, secondary market and post-trading. The Capital Markets Supervision Function’s responsibilities include the processing of applications for admissibility to listing on regulated markets in Malta, the approvals of prospectuses in terms of the Prospectus Regulation, the supervision of the continuing obligations of companies having securities listed on regulated markets in Malta, the supervision of markets to identify any market abuse, the authorisation and supervision of trading venues, central securities depositories and crowdfunding platforms, the supervision of financial and non-financial entities falling under the scope of EMIR and SFTR, the data quality assurance of submissions made under EMIR, SFTR, MiFIR and CSDR, the supervision of administrators, contributors and users of benchmarks in terms of the Benchmarks Regulation and the oversight of activities in terms of the Securitisation Act and the Securitisation Regulation. Capital Markets Supervision is also actively involved in various other initiatives such as the DLT MTF Pilot Regime.
About the Role
As an Analyst within the Capital Markets Supervision Function you will be expected to carry out the following tasks:
- Assisting Senior Management in the coordination and scheduling of supervisory interactions with authorised trustees and fiduciaries.
- Particular focus on participating in, and leading onsite supervisory interactions to verify that authorised trustees and other fiduciary service providers are meeting the requirements of legislation and the relevant rules issued by the MFSA, as applicable to trustees and fiduciaries.
- Preparing and/or reviewing reports relating to supervisory interactions.
- Participating in and/or leading other supervisory workstreams such as Thematic Reviews and Gap Analyses conducted by the Trustees & Fiduciaries team.
- Mentoring and managing more junior team members to ensure that the duties assigned to the team are effectively carried out and reporting regularly to Senior Management on progress achieved.
- Reviewing the regular off-site reporting, including annual financial statements and returns, and/or acting as point of reference to other team members in this regard.
- Assisting in dealing with queries from authorised trustees and fiduciaries or other stakeholders.
- Monitoring compliance with beneficial ownership reporting requirements applicable to trustees.
- Attending meetings internally as well as externally with authorised trustees and other fiduciaries.
- Attending meetings and/or participating in working groups internally or with other competent authorities and external stakeholders.
- Other ad hoc assignments related to specific regulatory and supervisory issues that may arise from time to time and reporting on the outcome of such assignments as may be appropriate.
About You
We are looking for candidates with solid academic background which may be considered as relevant to this post. The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.
You will also possess a minimum of three (3) years working experience in the area related to the role. Candidates with longer working experience relevant to the role will be preferred. Experience or background knowledge related to financial institutions and/or virtual financial assets will be considered as an asset for this role.
If you do not have the necessary academic or professional qualifications but you have at least seven (7) years of relevant experience, we would still be interested in speaking with you.
