Data Product Specialist

The Data Management and Business Intelligence function ensures timely and effective decision-making across the Authority through effective data and records management, and business intelligence reporting, to support risk-based supervision. The function is responsible for driving data governance, data quality management and integrity, as well as data architecture. They also manage a centralised data warehouse and BI analytics platform to provide ongoing insights, analyses and operational dashboards for end users. This role forms part of the Data Warehouse & BI team within the Data Management and Business Intelligence function. The team sits at the heart of the MFSA’s data operations, from sourcing and transforming raw data, to storing it and turning it into analytics and reports. They partner closely with internal functions to deliver custom data products and solutions that support better, data-driven decisions. The team owns and continuously evolves the Authority’s Data Warehouse, builds standardised reporting frameworks to strengthen market oversight, and provides powerful analytics through modern tools, to spot trends early on. They are also gearing up for future Artificial Intelligence integration to unlock even more value from the data they handle.

About the Role

The Data Product Specialist acts as the key liaison between business stakeholders and the BI/Data teams. The role focuses on understanding business needs, gathering and documenting requirements, supporting data modelling discussions, validating data outputs, and ensuring BI and data solutions deliver meaningful value to the organisation. The Data Product Specialist promotes data-driven decision-making and supports the continuous improvement of reporting and analytics initiatives across the MFSA.

Key Responsibilities Include:

Requirements Gathering & Data Analysis:

  • Engage with business stakeholders to understand processes, challenges, and reporting needs.
  • Translate business requirements into clear functional and data requirements for BI and Data Engineering teams.
  • Support data modelling discussions by providing business context, definitions, and KPI logic.
  • Analyse data to validate business assumptions, identify trends, and ensure alignment with business rules.

Data Warehouse & Data Governance Support:

  • Participate in discussions on Data Warehouse enhancements by contributing business logic and requirements.
  • Ensure business definitions, data dictionaries, and KPI documentation are accurate, up to date, and version controlled.
  • Monitor high-level data flows and raise issues or inconsistencies with the BI/Data Engineering teams.
  • Assist in validating new data sources, data mappings, and integration changes from a business perspective.

Business Intelligence, Reporting & Insights:

  • Assist in the design and refinement of dashboards, KPIs, and reporting solutions by gathering requirements and validating outputs.
  • Produce ad hoc analysis and insights to support business decision-making (not development of complex BI assets).
  • Support end-users in understanding and interpreting dashboards, reports, and data structures.
  • Promote adoption of BI tools across the organisation by educating stakeholders and encouraging data-driven culture.

Operational & Cross Team Collaboration:

  • Ensure all BA deliverables adhere to MFSA policies, procedures, and good documentation standards.
  • Participate in process improvement initiatives related to data onboarding, reporting workflows, and governance.
  • Collaborate with cross-functional teams to ensure alignment between business expectations and BI/Data solutions.
  • Produce reports, documentation and support project coordination activities as required.

Undertake any other duties as assigned by the Head and/or as may be required by the MFSA from time to time based on the exigencies of the Authority.

About You

This role calls for candidates with an academic qualification in Information Systems, Business & IT, Data Science, or a related discipline at National Qualifications Framework (NQF) Level 6 or higher, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC), or a widely recognised professional certification at an equivalent level.

Candidates should also possess a minimum of seven (7) years working experience in an area related to the role.

If you do not have the necessary academic or professional qualifications but you have at least thirteen (13) years of relevant experience, we would still be interested in speaking with you.

Skills & Competencies:

  • Experience in business analysis, data analysis, or a similar role within BI/Data environments;
  • Understanding of databases, data structures, and SQL for analysis and validation (not development);
  • Familiarity with BI tools (e.g., Power BI) from a user/analyst perspective - experience in interpretation, validation, requirements gathering;
  • Basic understanding of ETL/data integration concepts to support requirement discussions (not hands-on development);
  • Knowledge of data governance concepts, KPIs, and reporting frameworks is considered an asset;
  • Experience in dashboard/KPI design, requirements documentation, or business-facing BI support is considered an asset;
  • Experience in financial sectors is considered an asset;
  • Strong analytical and critical thinking skills with the ability to interpret data meaningfully;
  • Excellent communication and presentation skills for both technical and non technical audiences;
  • Fast learner with a strong motivation to understand business processes and regulatory domains;
  • Customer focused mindset with the ability to prioritise based on business impact;
  • Able to work under pressure and manage multiple priorities effectively;
  • Team player, but capable of working independently on BA deliverables such as requirements, documentation, and validation.
