Deputy Head

The Financial Supervisors Academy (FSA) is the training arm of the MFSA, dedicated to strengthening supervisory effectiveness by developing the technical expertise, professional competencies, and leadership capabilities of financial supervisors. Through a structured, needs-based curriculum aligned with MFSA’s organisational priorities and evolving supervisory responsibilities, the FSA delivers specialised learning requiring workforce upskilling and training. The Academy also promotes knowledge sharing and supervisory convergence through collaboration with academic institutions, while contributing to regulatory thought leadership through initiatives such as the open-access Journal of Financial Supervisors Academy (JFSA), which bridges academic research and practical supervision.

About the Role

The Deputy Head of MFSA’s Financial Supervisors Academy (FSA) supports the strategic leadership of the Academy, with a particular focus on advancing its regional and international profile, fostering global partnerships, and ensuring alignment with supervisory priorities at both a national and European level. The Deputy plays a critical role in shaping the Academy’s contribution to supervisory excellence, regulatory capacity building, and industry knowledge development, positioning MFSA as a thought leader in financial supervision and training innovation.

Key Responsibilities:

  • Play a pivotal role in defining and steering the Academy’s long-term vision, ensuring alignment with MFSA’s regulatory priorities and capacity-building objectives.
  • Provide strategic foresight on emerging skillsets required by supervisors in an evolving global financial landscape, ensuring the FSA is positioned to proactively address future challenges.
  • Contribute to MFSA’s supervisory talent strategy, influencing how the MFSA attracts, develops, and retains future-facing supervisory skills and expertise.
  • Act as a senior advisor to leadership on regulatory learning, capacity gaps, and workforce readiness, ensuring talent development is integrated into organisational strategy.
  • Guide the continuous evolution of training programmes that address cross-border regulatory trends, technological innovation (e.g. FinTech, ESG, AI), and supervisory best practices.
  • Oversee the evaluation of FSA’s learning initiatives, ensuring measurable outcomes that enhance supervisory performance and contribute to MFSA’s institutional effectiveness.
  • Represent the Academy in high-level local and international forums, fostering strategic relationships with global training institutions, regulatory bodies, and academic partners.
  • Cultivate and maintain collaborative relationships with external stakeholders including universities, central banks, international organisations, training consortia, and industry bodies to support the Academy’s mission.
  • Position the Academy as a recognised hub for supervisory knowledge exchange by promoting university programmes, MFSA initiatives (including the JFSA), association memberships, and other collaborative initiatives.
  • Contribute to the development of internal strategic papers, external publications, and learning policies that reinforce MFSA’s reputation as a knowledge leader in supervision and regulatory development.
  • Handle any other duties as assigned by the Chief People Officer and/or as may be required by the MFSA from time to time based on the exigencies of the Authority.
