About the Department
Conduct Supervision is responsible for setting up, implementing and supervising the regulatory framework for consumer protection in the financial services industry. Its goal is to ensure that clients of licensed entities are treated fairly, honestly, and professionally. The function takes a proactive approach to supervision, identifying potential or emerging risks to financial services consumers. It also involves ongoing monitoring to strengthen and verify the adherence by regulated persons to their conduct of business regulatory obligations. Conduct Supervision is a cross-sector function that covers under its remit the supervision of firms providing services to retail clients in the context of the provision of services relating to banking, insurance, pensions, investments, cryptocurrencies, and retail collective investment schemes.
About the Role
We are looking for a talented individual to join the Insurance, Pensions and Funds team. Reporting into the Senior Manager, you will be expected to carry out the following tasks:
- Participate in on-site and offsite supervision in order to carry out conduct supervision of insurance undertakings and insurance intermediaries;
- Review the soundness of qualitative disclosures made to consumers as part of regulatory requirements;
- Undertaking analytical duties related to the adequacy of licence holders’ implementation of their internal policies and procedures and their adherence with European and local applicable regulatory framework;
- Contribute towards the creation and adoption of efficient and effective supervisory tools;
- Reply to queries from insurance undertakings and insurance intermediaries relating to conduct matters which arise on a daily basis;
- Represent the MFSA in engagement with internal and external stakeholders;
- Assist in work related to the monitoring of reporting obligations of insurance undertakings and insurance intermediaries;
- Keeping up to date on all developments relating to new legislation, amendments to existing rules, etc;
- Assist in preparation of replies with regards to EU/EIOPA questionnaires; and
- Undertake any other duties / ‘ad-hoc’ tasks as delegated by the Function senior management in line with the exigencies of the Conduct Supervisory Function and the Authority.
About You
- We are looking for candidates with a solid academic background in insurance, financial services, law or in another related area which is considered relevant to the functions and duties attached to this post.
- The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.
- You will also possess a minimum of three (3) years working experience in the insurance industry, preferably in either a compliance, product development or distribution related role.
- If you do not have the necessary academic or professional qualifications but you have at least seven (7) years working experience within a compliance or an investigative and/or analytical environment, we would still be interested in speaking with you.

The selected candidate will be given various opportunities to learn and be trained for the role, through various mechanisms which the Authority holds such as the Financial Supervisors Academy and on the job training.
