

Senior Information Systems Manager (Information Systems)
Technology is at the core of the knowledge-based organisation. It enables MFSA's strategic and operational objectives to be achieved efficiently and effectively. The Technology team leverages cutting-edge technology, industry standards and methodologies to provide reliable services to the rest of the organisation and the financial services sectors interacting with the Authority electronically. It is responsible for technology design, information security, development, integration and delivery of all information and communications infrastructure, platforms and services, working with technology vendors and partners. The Technology team is made up of professionals specialised in relevant areas that include governance and planning, infrastructure and service management, information systems, and security. Officials from Technology also participate and give their contribution in several European committees, expert groups and industry fora.
The selected candidate will play a pivotal role in the joint leadership of enterprise applications and modern software delivery, supporting MFSA’s mission-critical systems and strategic objectives. This role combines senior leadership, deep technical expertise across Microsoft enterprise platforms and hyperscale cloud environments, and strategic oversight to ensure the delivery of robust, secure, and scalable digital solutions within a regulated environment. As a Senior Information Systems Manager, you will be expected to carry out the following tasks:
- Jointly lead, mentor, and develop a team of IT professionals, fostering a culture of innovation, collaboration, accountability, and high performance;
- Oversee recruitment, professional development, and performance management within the team;
- Own and manage MFSA’s strategic enterprise application landscape, with a particular focus on Microsoft SharePoint (on premises and online), Microsoft Hybrid Exchange and Related platforms including SQL Server, Microsoft 365 services, Power Platform, Atlassian Cloud and bespoke internally developed applications;
- Drive cloud adoption and modernisation initiatives, including the migration and re architecting of legacy systems to hyperscale platforms (AWS and Azure) and modern architectures (e.g. microservices, containerisation and Kubernetes orchestration, serverless), to improve security, scalability, resilience, and cost efficiency;
- Lead the end to end software development lifecycle for solutions built primarily on the Microsoft technology stack (.NET, IIS, SQL Server), ensuring sound architectural design, high standards of code quality and maintainability, secure development practices and Automated CI/CD pipelines and modern DevOps tooling;
- Jointly lead the Software Development function by setting engineering standards, mentoring developers, and ensuring the consistent delivery of high quality, secure, and maintainable applications;
- Ensure compliance with applicable regulatory, governance, and security frameworks, including DORA, AML/CFT obligations, GDPR, and relevant ISO standards;
- Represent MFSA in local and international regulatory, technical, and industry forums as required;
- Manage projects end to end, ensuring delivery within agreed timelines, scope, and quality expectations;
- Conduct market research and technology evaluations, preparing clear and concise recommendations for senior stakeholders;
- Prepare technical and commercial tender documentation, participate in evaluation processes, and manage relationships with suppliers and service providers;
- Undertake any other duties as assigned by the Head and/or as may be required by the MFSA from time to time based on the exigencies of the Authority.
We are seeking a senior, hands on IT leader with a strong enterprise background, proven people management capabilities, and the technical depth required to oversee both complex enterprise platforms and modern software engineering practices.
The role requires an academic qualification in IT, Information Systems or a relevant field at National Qualifications Framework (NQF) Level 6 or higher, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC), or a widely recognised professional certification at an equivalent level.
Along with the aforementioned academic qualification, you should also possess a minimum of eight (8) years working experience in an area related to the role, including a minimum of 4 years in a managerial or senior leadership role.
If you do not have the necessary academic or professional qualifications but you have at least fifteen (15) years of relevant experience, we would still be interested in speaking with you.
Skills and competencies:
- Relevant hands on experience with Microsoft enterprise platforms, with demonstrable depth in:
- Microsoft SharePoint administration (on premises and online).
- Microsoft Hybrid Exchange administration.
- Proven experience leading both software development teams and enterprise application teams, ideally within a regulated or highly governed environment.
- Solid, hands on understanding of modern engineering practices, including Agile delivery, DevOps, CI/CD pipelines, peer code review, and secure SDLC.
- Substantial practical experience with both Amazon Web Services (AWS) and Microsoft Azure, covering architecture, networking, identity, security, and cost governance. Relevant professional certifications (e.g. AWS Certified Solutions Architect – Associate/Professional, Microsoft Certified: Azure Administrator Associate or Azure Solutions Architect Expert) will be considered an asset.
- Practical experience administering Microsoft 365, Power Platform, Atlassian Cloud, and supporting bespoke .NET line of business applications will be considered an asset.
- Strong leadership, communication, and stakeholder management skills, with the ability to operate effectively at both technical and executive levels.
- Ability to manage multiple priorities, meet tight deadlines, perform effectively under pressure, and respond to critical incidents or emergencies outside normal working hours.
