About Financial Stability
The Financial Stability function is responsible for identifying and assessing risks which have the potential to spread within the financial sector and the real economy (systemic risks). Through its own macroprudential research and analysis of the financial sector, which covers the banking, insurance and securities sectors, the function contributes to the formulation of policies aimed at mitigating identified risk.
The Intelligence and Research team is responsible for the function's statistical capabilities and for conducting rigorous quantitative and qualitative analysis to assess economic and external factors, structural shifts, and market practices that may impact the financial services sector, as well as assessing the implications of related policy measures and initiatives proposed to address them.
The Role
As a Manager (Financial and Market Statistics) within the Intelligence and Research team you will be assigned to carry out work which will include the following duties:
- Formulating and assisting in the implementation of the function’s workplan and actively contributing to its timely execution;
- Conducting and overseeing the monitoring and analysis of economic, local, and international market developments and trends, and their potential impact on the evolution of the financial services industry;
- Collecting, organising and interpreting data related to cross-border investment flows, market behaviour and business trends to support strategic initiatives;
- Coordinating and conducting surveys and data collection exercises to support research, regulatory, and policy development needs;
- Overseeing the effective management and quality of statistical and economic data within the function, including the development and maintenance of internal datasets and analytical tools;
- Performing routine and ad-hoc data analysis, including financial modelling and preparation of datasets for internal use or external reporting;
- Drafting and reviewing analytical reports and technical papers, both for internal and publication purposes;
- Managing the day-to-day activities of the assigned team or project, providing guidance, reviewing outputs, and supporting staff development initiatives;
- Attending and contributing to technical meetings within the MFSA as well as at national and international level;
- Carrying out any other responsibilities delegated by the Senior Manager or other members of senior leadership in line with the function’s remit and/or the Authority`s exigencies.
About You
We are looking for candidates with strong academic background in statistics, mathematics, banking and finance, economics or other relevant studies at National Qualification Framework Level 6 or better duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level, and a minimum of seven (7) years experience in a related area.
A post Graduate Degree in any areas mentioned above would be considered an asset.
Candidates with experience of working with business intelligence tools, such as MS PowerBI, and who have knowledge of programming languages and data analysis packages, such as R, Python or SQL, will be considered as an asset.
If you do not have the necessary academic or professional qualifications but you have at least thirteen (13) years of relevant experience in a senior similar role, we would still be interested in speaking with you.
The selected candidate is expected to be a confident individual who feels at ease working in a multidisciplinary environment, is flexible, proactive, dynamic, has the ability to prioritise tasks, has a critical and analytical mind-set and a high attention to detail even when under time pressure. The individual is also required to demonstrate good research and have excellent oral, written and presentation skills.
